First I would look for a cracked intake manifold or a cracked or broken vacuum line. Melting a spark plugs requires a really hot situation indicitive of a massive lean condition.

If it won't idle look for either a cracked intake manifold or loose, broken or cracked vacuum line.

Usually the line from the airbox goes to the valve cover as a breather line.

Go to YouTube and see if there's a video. You should try fitting the speedo drive into the wheel away from the forks. Putting the puck in place shouldn't be a big problem.

Did you follow all the wires in the ignition circuit. If you're getting power out of the stator it may just be a bad connection.

Google is your friend. You could buy a bicycle headlight to take the load off the battery. The new LED models throw off a good beam. Look through Google with words like Tao Tao e scooter to find your model.

Normal practice for any GY6 engine is to use conventional oil for 1,000 miles then use synthetic oil after that.

Change the spark plug. Check compression. I had a 50cc that wouldn't start and everything checked out, even spark. The plug was blowing out under compression and wouldn't start. New plug fired right up.

Check your brake light switches. If the light switch is broken the starter won't work with the button.
