I have a 2008 roketa mc-54 250cc scooter the headlighting is very poor just wanted to know if it's legal to change my headlights to hids thanks guys

Does anyone have a diagram to install hid bulbs in a 2008 roketa mc-54 and what brand and model I need.And where can I go to get them thanks all.
