I never try with the throttle open even a little. Especially when cold. This is not like a car with an accelerator pump to squirt fuel into the carb to get it going. With the throttle fully closed, and scooter cold it should start with the fuel enrichment system providing enough fuel. With the throttle open, you are giving more air than needed and basically not letting the fuel enrichment work at its best.
