I have had the same thing happening to my JCL. It took me a while but I found my issue. It was the bushings that are in part #24. Check those as well. Part #21 are the bolts for the swing arm. Also when you remove the bolt holding the swing arm check your bushings on the motor mount. Also remember when removing the bushings not to beat them out. Very Stupid idea. Will crack your case more than likely and then you'll be left with nothing. I have seen post on other forums on how to create a "pull" for the bushings. And it works well. A lot of times it's just that crappy rubber they use. China goo...My scoot had previously been at the beach for mine had dried out and were cracked pretty bad. Good luck if you haven't gotten it yet. I have to buy a new swing arm as I could not get the bushings out of it but it's totally worth it. That rear end feeling is really freaky to say the least and I don't want to experience it anymore.
