Thanks everyone.
No worries here, no crying either.
I am still messing around with this project. What I really was (still am) trying to do is hook up some additional lights to the scooter. I figured that while I was at it, I would try to fix this tail light situation that my repair shop keeps telling me would be too expensive for them to trace the wires and such. (Now I understand that statement) Instead what they do is put in a new bulb. Go figure.
The nice thing is, I am beginning to think that there are many things on this scooter that I could probably fix myself or with a little help from my hubby.

I would like to know if anyone has any experience or ideas about what could be preventing the tail light from coming on while still letting the break light function as it should.
I have tried to trace the wires, but gaining access to them is not the easiest thing to do. I noticed what looks like a very thin, possibly clear plastic coated wire that appears to come from the rear light wires. It seems to me to go laterally to the left (driver's) and disappears as it wraps under the metal that the light assembly seems to be attached to. I have noticed that the wire is broken before it wraps under the metal piece. Is it possible that this is a ground wire? Would it prevent the light from working - if it is what I think it is?
I have looked at the wiring diagrams available on line, and no where do I see anything like this very thin wire.
