The issue of the tire spinning fast & scooter taking off sounds like your idle is too set too high. If you've got your scooter on the center stand your rear tire should *just* turn a bit, not spin like it is trying to take off and fly.
For the rear wheel not rolling back, have you checked your CVT belt? If it is frayed or worn, it could jam up the clutch.

It rained last night, and I didn't cover my scooter. This morning I get up to go to work and the tail light isn't working. Bulb is fine, it's just not getting any juice. All I can figure is that a connection somewhere got wet. Electrical is NOT my thing...I'm hoping that once it dries out, things will be back in working order, but it sure is frustrating!! ~jb

PROBLEM SOLVED! Found a bad connection in the fuse wire.
Thanks for your input!

Thank you Bashan! I have the wiring diagram for my specific scoot, but I admit I really didn't understand it. Your explanation helps.I'm attaching my wiring diagram, hopefully it is legible. My starter switch was rewired a few years back because the switch was faulty. I checked that last night and it looks like it runs directly off of the battery and attached to no other components , which would explain why it works. My tail light & brake light are one & the same - so no juice there, and you're correct the dash light also does not work. I guess my next course of action is to get a multimeter and start checking wires? I may also pick up new fuses and try that - the one that I swapped out had been sitting around for ages so I guess there's an off chance that something is wrong with it? Attachments:

Thanks, Alleyoop. The fuse was the first thing I checked. It had a bit of rust on the contact, but was otherwise fine. I replaced it anyway to no avail.

Hi! Over the weekend, I removed the battery from my 50cc chinese scooter to let my son use it in his, because his was dead. I charged the battery, went to install it, got distracted, couldn't find the screws, etc. When I went back & tried to start, and the bike wouldn't turn over. After getting my original battery back in the bike, she starts with no problem. However, now my tail lights, blinkers, and fuel gauge do not work. I can't find any loose connection. I also don't hear any flasher sound from the flasher relay. As I was distracted the first time, I think maybe I swapped the battery cables around, and blew something? I've checked the fuse, and it's fine. Would a blown rectifier cause the lights & horn not to work? I have absolutely no electrical knowledge! Thanks for any ideas!
