Just had the same exact problem on my brand new Roketa 150cc. The problem on mine turned out to be a painted-over gas vent on the top of the gas tank. I found it after I blew into the lines on each side of the tip-over valve. The side to the carbon filter was open, but the side to the tank was plugged. I followed the hose to the top of the tank, removed it and saw there was no hole in the metal vent elbow. Ran a piece of wire through the paint and problem solved.
Annoyingly simple.
