2001 thru 2005 model year vino 50s were 2 stroke and came restricted to comply with state moped laws-top speed 25 to 30mph....2006 and new vino 50cc are 4 stroke and not restricted-top speed 40 to 43 mph
if its a 2006 or newer then it can be someting as simple as low tire pressure or something along the lines of worn out rollers or wore out belt
