Could be a simple issue if you possibly have a 3 position key off/daylight running/night time running. In this case the headlight and taillight will not be on until it is put in the 3rd position (night time running).
If you don't have a multimeter, get one. Trace the hot wire to the headlight and taillight back to the battery positive terminal. You can jumper a hot lead from the battery straight to headlight and taillight to confirm the bulbs actually work. If they do the issue is they are not getting power from the battery.
