Yes there is a spark but still wont start

my scooter turns over but doesn't fire. acts as if there is no gas. gas tank is full. I cant tell if gas is leaving gas tank. any ideas?  |

I have a Lance Duke 250. I tried starting it one morning and it would turn over but not fire. I wondering if filter might be plugged. Where is the filter?
