my scooter turns over but doesn't fire. acts as if there is no gas. gas tank is full. I cant tell if gas is leaving gas tank. any ideas?

First see if there is spark. With the plug out of the engine and the wire attached holding the base against the engine block try to start it. You should see a spark jump the gap. then report back/

Yes there is a spark but still wont start

Try spraying carb cleaner directly into the throat of the carb and try again and report back

remove the spark plugs, spray some amount of gas inside the chamber , put the plug back then start, if it fires up and die, then its safe to conclude that the effin carb is clogged and needs thorough cleaning.
or, maybe it has spark but not enough to burn the gas. keeps on flooding. inspect the petcock and float., do you see gas dripping out from the air filter case?

How many SPARK PLUGS does V8 HAVE(HAHA).
No need to UNSCREW and SCREW a spark plug to get fuel into the motor to see if it will fire. Easiest is take any of the VACUUM lines coming off the INTAKE MANIFOLD and hold it up and pour a teaspoon of gas straight into the intake and connect the Vacuum hose back up again. IF the PLUG is firing it will at least fire once and may even start and die. But this test will tell you that the motor is NOT SUCKING IN GAS from the carb and the PILOT JET and or PASSAGE is clogged and will have to be cleaned out.
The other possibility is that the FUEL RATIO MIXTURE has been closed to much and or the IDLE SPEED SCREW has been unscrewed to much not allowing enough gas and fuel to get to the motor. Alleyoop
