I've never had a full meal at a restaurant in the south so never heard of that. Us'n Yankees have such on the side table. And never heard of cheddar cheese on apple pie.

Laws are meant to be broken, just don't get caught,, people breaks laws even inside the Convent.. That reminds me of what the neighbor lady, a Hmong immigrant, said the other day. "It's not illegal to steal. It's illegal to get caught. That is why your punished". An idea I heard while serving in Viet Nam.
I guess some of the young still adhere to that.

Maybe he should be restricted to electric bicycles. They're limited to 15mph and accelerate rather slowly.

With that heavy angle iron I don't see any need to add any reinforcement. It would be just added weight. The weak points will be the mounting bolts. I would just add a little pad to support and level the seat.

And walmarts main policy is: "If we don't have it, you don't need it!" That made me laugh. Thanks. I worked there doing assembly but did help customers from time to time. Mostly telling them where they could find an item locally. One lady asked why I knew so much about the other stores and she and her friends busted up laughing when I told her "Because I don't shop here".
Napa Auto Parts stores also had that as a motto up on the wall. I loved to point that out when they "don't carry that".

Could you cut a piece of wood to support the seat pan? Spread the weight over a larger area.

Lookin real good. Especially considering limited resources. You will definitely have to get that anti-corrosion coating off, paint will not stick to it. When you get done scrapping/sanding it off give it a good rinse of 1 part vinegar to 4 parts water. This will act as a neutralizer to help the paint stick.

From my experience you will be replacing that JB Weld in a couple months. It doesn't seem to like the exhaust gas. So keep an eye or ear on it. Actually most motorcycles us the same charging system as these scooters. Few have separate generators/alternators.
