Where do I start? LOL 
Replaced the fuel filter and drained and put fresh gas. New oil, New spark plug DPR6EA-9 and gapedto 0.35, Cleaned carb. Scooter starts and idles just fine. Once gas is applied it bogs down and if you continue to hold in the same place it will gradually rev down to die out unless you let off the throttle and it will most of the time return to idle however sometime dies. I tried my hand at adjusting the A/F screw and when I would turn it clockwise the idle would drop so I would have to adjust the throttle screw to bring it back up.... And I would proceed to rev it again. Same results. It just seems to me like it's getting too much gas and it's running RICH. Some things stick out to me after all I've been reading. I've got a new CDI coming today thinking that would affect the way it's acting like maybe the advance timing is off.... (probably no it) The spark plug is getting fire, the fuel is flowing. There isn't however an air box on this scooter. I've been told this could be an issue to cause this problem. I'm going to be getting one soon. It came without one. I'm looking for any and every possible fix that anyone may have an idea!!! Below is an image of my carb when I took it off last night and cleaned it. On the upper left port coming out of the carb right under the diaphragm cover didn't have any hose hooked up to it. What should be there?
