Under the seat next to the battery box is a fuse box. Or should be if you have the bike I think you do... This one is pulled out and all the connections have been waterproofed with Red High Temp silicone.

I think the OP means it is a TAO TAO 4 Wheeler and the battery is not charging. But do not understand about which RED POSITIVE WIRE AND GREEN GROUND WIRE was cut. Not a good idea to cut a RED POSITIVE RED WIRE that is a given and Cutting a Ground wire NOT a good move either. So since we are having a little problem with what was done, take a picture of what was cut. Alleyoop HERE IS HOW TO POST PICTURES USING THIS HOST. IT IS EASY AND FREE: 1. Check each individual battery you may have bad batteries. They have to be hooked up to produce 48V to feed the electric motor. Here is how they should be hooked up to produce 48Vs. The charger is special it is a 48V charger to charge all 4 batteries at once so it may be a bad charger. If you using a regular charger then you need to charge up one at a time. A regular charger only handles 12v systems. Alleyoop

If the owner of the scooter does not have and know how to use a multimeter he might just as well stop right now. With out knowing What you are doing you are just guessing. The only way to get to your problem is to measure.
Did the scooter ever run? Batteries do go bad. Electronic speed controls also go bad. If they are lead acid a battery shop can test them. If they are other types they can be tested as well by some one that knows how to do it.

They are just 12v sealed batteries, my brother in law had a few electric bikes. The last one that actually hauled at 40mph he just sold it. It was a 48V system (4 12v batteries, like the OP apparently has). And it is a no brainer, it is not rocket science. If you do not have a multi meter go to harbor freight get a 6.00 dollar multi meter and set it on DC and touch the POSITIVE POST with the RED LEAD and the NEGATIVE POST with the BLACK LEAD and that is all that is to it to check a batteries voltage. They come with instructions for testing different things and what to set the meter to. Alleyoop www.harborfreight.com/catalogsearch/result?q=volt+meter
