Not much of a law? Don't have to have a motorcycle endorsement and insurance, but got to be tagged? Yes this law is easy to understand, gonna make a few bucks and let the drunks still ride them without a license or insurance, sounds like they need to wake up. Want to make the roads safe, take away the right to drive anything from people who can't follow the law to start with and include scooters.

Some states actually can get you for dui on a bicycle! I know of a guy around here who was probably 40-45 yo who never ever had a license, who was spinning donuts in a gravel church parking lot on an atv....got him for a dui they did!

In Washington State driving a 50cc or less scooter or moped requires a drivers license but not a motorcycle endorsement. The license plate is the same as any other motorcycle or larger scooter. There is also no requirement for insurance on a two or three wheeled vehicle.
Here you can also get a DUI for driving any kind of vehicle, licensed or not, powered or not. Bicyclists have gotten DUI's as well as riding lawn mowers. If you're on the street you're fair game.

As long as I can remember scooter/mopeds have required motorcycle license plates but under 49cc didn't require a motorcycle endorsement on a valid drivers license. Insurance and restrictions also applied. That's the way it should be. Also in Wisconsin a DUI can be issued if your are observed to exhibit intoxicated symptoms, have the keys readily available and the vehicle, even parked in a garage, in proximity. The vehicle doesn't need to be a licensed motorized vehicle.

Good or bad the guy should have got him a good lawyer on that one, that was private property, not a public road therefore the charge should have been PI (public intoxication) he could have beat that one. Not supporting drunks but right is right. Know of a guy here that got a DUI for being on a lawn mower drunk but he was on a city public street.
What a lot of people don't know here is you can actually get a fine for PD (Public Drinking) in this state because there is a no open container law, seldom enforced but it actually means if you are in the eye of the public drinking which could be from your own front yard you are breaking the law, some laws here are stupid and some stupidly enforced.
One MUST have a motorcycle endorsement here to ride anything including a moped on a public street, written and driven tests apply, still dumb is not required to license or insure a 50cc. While I don't license my 50cc I do have liability insurance on it, it's pennies on the dollar to have.
What pisses me off is states that make it easy for drunks to ride including some that are promoting electric scooters for people who can't stay sober, like this:

It wouldn't bother me to see our state clamp down and require a valid drivers license on any thing powered by a motor no matter how small the motor. Licensing the machine would definitely hurt the sales of stolen 50's. Enforcing a 25 or 30mph limit would keep insurance costs low for those on a budget. If you want faster get the endorsement.

We already do John, anything under 50cc requires a motorized bicycle license and you must take a written and driven test, from 50cc up must have regular motorcycle license/endorsement.
