Check the arrow on your fuel filter, I think it's flowing the wrong way. That'll make it hard to start.

Yes Rich is right that fuel filter is backwards, on fuel filters the WIDER end always goes toward the carb.
Also is that BOOT CAP on the plug is it all the way ON the Spark Plug it is sticking out a lot. I thought you had a ACV valve on that Carb take a picture of the carb from the throttle side.
Also Turn the Fuel Ratio Mixture screw on the carb clockwise until it stops and then turn it counter clockwise 2 1/2 turns.
How many chain links did you move it over on the CAM? Alleyoop

s26.postimg.org/am5z5h515/20140910_143000.jpgThe boot cap does look that way but its on there as far as I can get it on with out "manhandling it" I moved over about 2 to 3 chain links give or take And I don't see any other screw on the carb other than the throttle screw if thats what you mean

I notice when I was turning it over now that I have corrected the fuel filter it's not filling up with gas I checked the petcock and its shooting gas just fine

You have a PUMPER carb if you twist the throttle all the way a couple of times it will squirt fuel into the intake. They will usually not fill with gas maybe half way but to test you take the FUEL hose off the CARB and put it in a container and crank it. The fuel will stream out and stop when you stop cranking. That is how you test fuel delivery TO the carb then if the motor is not getting fuel then its something with the carb.

On the other side there should be a fuel mixtue screw here is your carb: Now is the screw there or is it plugged like in this picture?

If it is plugged you can drill out the plug it is about 1/8 thick just drill a 1/16 hole in the center then get a small pointed screw and screw it in and it will start to turn and pull it out. Then turn the screw clockwise until it stops don't force it just until it stops and then turn it counter clockwise 2 to 2 1/2 turns and see if the motor will now start.
I have to leave for a Dentist appointment AAAAAAAAAAAARRRRRRRRRRGGG(YIKES) but will check back this afternoon. Maybe while I am gone someone might chime in as well. Alleyoop

I tried the other carb but it looked like the electric lines were fried a little so I tried switching the pieces big mistake I stripped the small screws on the second one but got the ones from the first carb off

Well I is back, I hate Dentist just the SHOTS IN THE MOUTH offtopic
Ok so now get at that screw the fuel ratio screw and turn it clockwise until it stops and turn it out 2 to 2 to 2 1/2 counter clockwise and crank it and see if it starts. Also the Idle speed screw may be set wrong so you also may want to give twist the throttle a little bit while your cranking. Now it will take some cranking for the carb bowl to fill up so a few cranks will probably do nothing until the carb bowl is full of fuel. Alleyoop

Do I have my lines wrong?. Is the vacuum line to my peacock supposed to go into the manifold?

The vac line runs from the peacock (squaawk) to the intake manifold. Sorry I couldn't resist. But the vacuum from the engine pulls the tank valve open.
