Plastic is cheap. The first step in such an endeavor would to be to design a way to take the inexpensive plastic, chopped and pelleted and make your own material for the printer. I don't know how you would get any strength in them as the stronger plastics have fibers embedded. Getting such plastics with carbon fibers and nylon and others into a printing filament is going to be a trick!

The trouble with (at least FDM printers) is that the resulting prints are only strong in 2 axes.
Now with stuff like laser sintering modleing and metal printing, The only hold back would be the limited size of the printable items. If you wanted bigger items, you would either have to glue/melt/adhere/weld smaller pieces together or make a much larger printer which would cost mucho mucho dinero.
They already have wooden filament for 3d printers - regular plastic filament with small wooden fibers throughout it. It even smells and feels like wood when you print it. But carbon fibers or kevlar in filament... that is just a wet dream.

I'm a caveman,, I removed all the carbon/ carbon off my last build,,, replaced it all with hand formed aluminum and billet alloy and titanium,,,
