Ok so now the bike runs ? i had to crack the gas tank cover to start it but now Im afraid to take it anywhere for fear it might do that again. I think someone dropped my bike. I left it for 2 days and noticed today that the kickstand had mud on it like someone tried to use it. i never use the kickstand so I know someone was playing with it. from the scoot doc team's past responses to this type of issue i know that i should check the charcoal filter so I think Ill just finally remove the evac system. though im not completely sure that is the problem.

If it lites up after a no start situation and it does after you open the filler cap it's a venting issue with the cap,,, tighten down the fill cap and run it till it dies then being very quite open the filler again of you hear air rushing into the tank you have found your problem,,, drill a tiny hole in the cap and don't fill it up as much so the fuel doesn't go into the evap system,,, and get rid of that damned thing will you,,, it's a pain in the a$$

so on the hose from the gas tank you add a "fuel" filter and tie it in an upward direction?

Yes just make sure you tie it off higher than the fill pipe
