If this:
Starts here:
It is your crankcase breather and has nothing to do with your cooling system. Put some kind of a filter in the end to keep dirt out of the case.

Is there a T just like the 150cc scooters have with the vacuum lines? I think so.

By the way, what is this thing? It looks like a black plastic oil drum with two connections on the bottom, which have a tube in one connected to the radiator cap area and another which connects somewhere to the engine (I think). The top part of it seems to not be connected anywhere. Is this where the mysterious tube homes to?

Where does the tube coming from the cooling tank go to though?

check that small hose thats on the coolant fill cap stem by your carb,,,that may be a replacement and is routed to the bottom of the bike and is running on the ground if there is a hot situation,,,,whoever modified the bike put that on there,,,i believe this is where your "extra" hose goes

The one from the coolant tank is supposed to connect to the top of the fill spout. The big hose runs to the radiator. The hose with the reducer runs to your carburetor. At least that's the way it is on my vertical.

I'd put a couple bux wager on that's where his original question of the coolant leak is coming from ,,, someone disconnected the coolant tank and made it straight dump to the outside ,, that's my guess
