Can a 150cc gy6 be unrestricted like the 50cc? and are there other ways to improve performance? Like the cdi. do those really improve top speed?

The 150 is not restricted. No reason to. A 49cc for many places has to be in order that it be license free.

To inprove performance top speed and or stronger starts and getting up to speed the cheapest is work with the CVT. Get a 115 mm Variator and then 11-13 gram weights. Try each set of weights and see which ones your motor and you like the best.
A CDI that has advance timing will give you just a hair more power but nothing on the top end.
