That is a mess. The clip you ask about doesn't need to come off to remove the swingarm. It holds the dust cover on and the wheel bearing. The swing arm should come off with the little sleeve that fits around the axle. It looks to me like everything melted in the bearing. I don't know what to tell you. I'd get a bigger hammer but that's me. I think you're going to have to get ugly with it. Here's how it goes together:
Then the spacer:

Put the nut on, you can see the circlip on this pic:

thanks. i exchanged the gear puller so Ill give it another round tomorrow since it is sleeting outside. I'm sure I can get it off but what about putting it back on? I bought some sand paper to clean any corrosion. what kind of grease is that?

Just high temp grease from Wally World. You don't need anything exotic, just get some grease in there when you put it back together.. You're probably going to need a bearing too.

If the bearing is tight coming off why would you even think about putting it back? The axle may be scored but the bearing has to be bad if it is tight. light scoring can be sanded off or filed with a fine mill file. Unless you are in a lightly populated area you should be able to take the bearing with its number and find a local replacement. napa, other auto parts places, or better yet a bearing company. The numbers etched on side of bearing are its size and specs.

You don't want to grease the rim,, Alley was referring to the axel,,, you will need at least 70-75 lbs of air to get the bead to seat I would think,,, and lube the rim with dish soap,,,
