Maybe, I'm not an electrical expert like others we have here. I do know a 12.5 reading is very low for a battery, it should be in the 13s. Do you know how old it is? It could be as simple as a bad battery.
I would say the first step to working through your problem is charing your battery to know you have a good source for your electrical system.

Ok I will charge it right now with my Schumacher SE1052 battery charger set at 2 amp slow charge.

Ok I will charge it right now with my Schumacher SE1052 battery charger set at 2 amp slow charge. If it starts up after charging we can narrow it down to either the battery or or charging system (magneto/stator). Then we would have to figure out if your battery is not being recharged, or holding a charge.

And I can test magneto by seeing if voltage increases when engine is running, right?

Yeah, I forgot how exactly the magneto test was performed in the video. But on a multimeter during starting the voltage will drop, but then increase from being recharged.

Just hooked up charger. Turned key while charging and lights turn on!
If the battery turns out to be bad, can I buy a 6 amp battery even though the scooter's manual states 7 amps?

Charged for 4 hours. Unhooked chargers. Battery reads 12.78 volts using multimeter. Turned key. Lights do not come on. Engine will not start. Hooked up charger again. Lights still will not come on. Could the battery need to be replaced even though it reads 12.78 volts?

Put the multi meter on the battery and try to start it and see what it registers when you try to start it. The battery could be bad and that is just surface voltage showing. I would bet it drops like a rock when you hit the start button. Alleyoop

Charger manual warns not to start engine with charger connected because it can ruin charger. Taking battery to walmart right now to get tested.

If it is bad get at LEAST a 7AMP battery and one that is rated with CCA's higher than 100. Most cheap batteries have a rating of under 100 CCA's which is why they are cheap.

Manual states A.C. Magneto charging system. I did not charge the battery, but it had enough juice to start the engine, so it should have enough juice to turn on headlight with key turned, right? Sorry this is a 3-phase charging system and it's a DC type CDI. Page 110 shows power from battery going to key switch and then through a side stand switch on to the CDI with a side stand light in the circuit. At anytime if the DC voltage is interrupted on this circuit it's a instant dead engine.
You've got anything from a bad connection, side stand, engine stop or even ignition switch as a possible culprit. Also 12.5Vdc is enough on the battery and not at anytime unless I missed it did I see the mention of I checked the connections on the battery and the ground wire connecting to the frame, bad ground = dead engine with a DC system CDI.

Just had battery tested and Walmart and Sears. Both told me the battery is bad. Walmart gave me a printout that stated voltage 12.77 volts, and CCA 89. Not sure if battery is really bad because maybe the testing maching assumed it was a large car battery.

You've got a electrical gremlin.

Question 1: If I give up trying to fix it, any idea how much a shop would charge to fix my scooter?
Question 2: Can I try connecting a car battery to my scooter to see if it will run? Or would that fry my scooter?

Second answer, as long as you DON'T start your vehicle and you hook up the cables properly. It will be fine and again did you check your battery connections well?
