Yes the Float is not adjusted right and the way it sticks out is allowing it to flood. See the welt on the float that should be level as you look at it.
The white SMOKE is GAS so yes your flooding.
Usually one or the other or both are marked, IN means INTAKE which would be UP EX means EXHAUST which would be down.
If you put it in wrong the valves would probably be hitting the top of the piston around the valve cutouts.

Would flooding cause a lack of power on take off and lack of top speed? And cause the exhaust to sound just really rough. I tried adjusting the float but I've never did it before so don't think I did it correctly. I hooked it back up and same condition as before. But doesn't want to start at all. But we have narrowed it to flooding. Thats more then I knew yesterday.

Oh also a side question when I'm at tdc should the top of my piston be pretty much flush at the top of the jug. Or does it very. Cuz the old jug I pulled out had a small ring around the top of it maybe a quarter of a inch down into it and the old piston stopped there at tdc. I hope I'm using correct line there's a |TF I use that line beside the T

So all the things you said flooding will cause. To adjust you Bend the little tab in your cause seeing the float is NOT LEVEL you will pull on the tab towards you that will make the float drop down TOWARDS the JETS. 35ish is a little to wide, go with 30-32 gap. The coils on the scoots are not the hot coils that put out a lot of voltage. So to wide of a gap the spark may not cross the gap all the time and you will get a miss here and there.

Welp adjusted float now can't get to start at all. Just turns and turns I hit throttle and it picks up the turning like it wants to start but nothing

Idk I've checked hoses pet cock plug. Its getting to the point were it sounds like the engine first gears up to turn over but sticks there pa pa pa pa pa its best way to describe sound lol

Ok, now since before you had to turn the fuel ratio screw all the way clockwise closed NOW turn it COUNTER CLOCKWISE 2 turns and see if it fires. ALSO put the AIR FILTER ON. Alleyoop

I'm tearing it all back apart and slowly putting it back together today. Maybe I missed something
Edit when it was trying to turn over it kinda sounded like it was running when I had the start button pushed and wot. Bit it stops when I let off the start. Just odd. I even pulled carb apart and clean it three different times this morning

You need some AIR RESTRICTION on it so put your hand over the AIR INTAKE side with some fingers open but enough to take some air away. Without the AIR FILTER to much air is getting sucked in and not enough suction to draw the fuel in. Alleyoop
