Theres no fuses on this idk if the previous owners done anything and un hooked the ignition wrong cuz thats the first place i looked and this is what i seen

OK let me ask is their a DEAD BATTERY IN THE SCOOT or no battery at all?
AND WHERE DID YOU HOOK UP THE CHARGER TO?

No battry at all ... And the i hooked the neg to where the blue wire is and the positive to where all the red wires are

When i did that the dash lights and stuff came on i went to kick it got no spark

OUCH!! I believe that BLUE WIRE is the TRIGGER WIRE from the PICKUP COIL. Verify if that blue wire goes to the LEFT TOP ON THE 4 PLUG.
No Spark is because the CDI Gets its power from the R/R and or IGNTION WHEN ON.
The LEAST YOU NEED IS A BATTERY then you can run a wire from the battery to the BOTTOM to the BOTTOM PLUG ON THE 2 PLUG OF THE CDI to power the CDI. Otherwise you will never get a spark.

The blue wire is grounded to the frame but i had it running as is then this happend so no battery nothing i had spark then the only issue was bogging and dieing at wot so i orderd a carb but i kept playing around and yea no spark happend

All that happens now is with nothing attached i kick it over and while im doing that the dash lights go on and off

AH ok that is why your some of the lighting came on. See that short red wire where you connected the positive, if you can follow that it may lead to a fuse and or up to the ignition. What you want is follow the POWER WIRE on the BOTTOM of the TWP PLUG and trace it back because that is what you want 12volts to.
Those lights that come on and off are run off the STATOR not the battery so when the FLYWHEEL rotates around the Stator it produces voltage to the lights.

Yea that short wire needed to be touch by the positive to have anything happen.. The big red one i belive just went to the starter.... But also the 2 wires going to the coil i get that to light up on a test light... So ill trace that orange wire see where that goes cuz the 12v+

Yes so the problem is by the igntion the red wire feeds the ignition and the ignition feeds the CDI directly or through the R/R So trace the POWER WIRE ON THE CDI and that will lead you to where the break is.

When you get 12volts to the POWER wire then you may have spark. Now if the motor starts to kill it you may have to pull the coil wire off the plug or disconnect the power to the CDI.

I couldnt trace the orange wire so instead i hooked up a multi meater nd kiking im seeing 6.something and 4.something ... The wire comming from the stator is like 4 something all in dc
