The orange wire is 0 with the kill off i turn on the kill switch and the i see the voltge going up and jumping all around

I think that is just the resistence.
From the STATOR is there two wires one BLUE which would be the PICK UP COIL wire and another wire, then you would have a plug or two which one would plug into the R/R/ and the other maybe into the ENRICHER on the CARB if it has an enricher.
OR only ONE WIRE coming from the stator and that is the BLUE WIRE.

Here is your wiring diagram for that scoot. Alleyoop NOTICE A STRAIGHT SHOT FROM BATTERY TO CDI FOR POWER. Then the KILLSWITCH and KEY KILLS THE CDI to stop the motor.

Fantastic!! Can you take a picture of your CDI with the wires showing, I have folders of all types of things for the scoots and when something works I will save it and label it JUST IN CASE someone else has the same scoot and problem I can put up the part that worked for someone else. Yea i put a honda dio cdi in... But it kinda bogs at full thtottle... New plug new coil nd new carb

The bog is just not enough fuel that is all. I do not know what type of carb you have but since it is a 2T it probably has a Slider type. If so you will see TWO ADJUSTMENT SCREWS on the left side(CVT SIDE). 1. Screw in the middle of the carb that is the IDLE SPEED SCREW. a. Clockwise turn RAISES the IDLE . b. Counter Clockwise LOWERS the IDLE.
If there is a screw near the AIR INTAKE SIDE(AIR FILTER) then it has a AIR RATIO MIXTURE SCREW, IF so turn that screw 1/8 clockwise to cut some air off and allow more fuel. After each 1/8 turn CLOCKWISE try it and see if it gets better and or the bog goes away.
Picture of your carb would help to tell you how to adjust it.

That screw my the air filter is screwd all the way in... I bought a new carb because of the bog issue.. The new carb is diffrent than the old one

Do you have a performance Filter on the Carb like a uni? Picture of the new carb if that is what your going to put on would help. Now if you have a Free Flow Filter you will probably need to put in a bigger jet. Did you get the same size carb? Alleyoop scooterdoc.proboards.com/thread/7678/2ts-carb-tuning

Well that is your problem bogging at wide open throttle TO MUCH AIR you need a Air Filter on the Carb. Also not good to run without a filter, dirt and dust and little pebbles will get sucked in and ruin your motor. Alleyoop
