loose connections at the battery will give the same symptom.

I disagree, you are forgetting it spins the starter when jumped so that means juice from the battery is at the Solenoid terminal and the other terminal is connected to the starter and activates it when jumped.
The motorcycle shop may have one but they will charge you a ton for one. You can order one and get one in a couple of days, maybe TVNACMAN(JOHN) has one and he can get it to you in a couple of days. Alleyoop

Here is how the Electric start should work WITH THE KEY ON and WHEN YOU SQUEEZE the brakes it sends voltage to the STOP LIGHTS and to the SOLENOID then when you push the start button it GROUNDS the SOLENOID to complete the circuit. So the clicking means it is getting voltage and it is being grounded with the push of the button but it is not making contact with the terminals from the inside. Alleyoop
Here this is a vdieo from ROSIEMOTO on the forum jump starting her scooter cause her solenoid was bad.

that was it! I replaced the soleniod and she tried to start without me having to jump it. Next, I have to figure out why the horn wont work and figure out what to do about the mystery wires.
Thanks for all your help so far. I'm not done asking questions

Great, now lets see if we can get it to start. So lets first check to make sure the plug is firing. So either take the plug out or if you have a spare just take the boot cap off the plug on the motor stick the spare in the boot and hold it against the valve cover and try to start it and see if the plug is firing. If it is firing then we move on to fuel delivery. Alleyoop

No spark but I don't know if the spark plug is going all the way into the hood. What am I in for if I have no spark?

Do you have the KEY ON THE ON POSITION? Is the KILLSWITCH in the RUN POSITION? Is the SIDE STAND UP? The plug you should maybe hear a click when it grabs the threads of the top of the plug. On your CDI you will see a WHITE/BLACK wire going into the TOP OF THE TWO PLUG SIDE. That is your killwire which is what shuts your motor off when you turn the KEY OFF or PUT the KILLSWITCH in the NO RUN POSITION. What it does is it grounds the CDI to stop it from sending JUICE to the COIL and plug. So to really verify that the CDI IS NOT BEING grounded you can disconnect that wire from the CDI. ALSO if the motor is NOT GROUNDED TO THE FRAME IT WILL NOT FIRE THE PLUG.

Turns out I got the old cdi mixed up with the new one. I do have spark after all.
So I guess that concludes this thread. Off to future problems!
Though I still have the mystery wires

GREAT!! Test the white wire while the motor is running see if it is has voltage. Normally White wires come from the stator and or the R/R to feed voltage to some lights. Alleyoop

It's actually black and white. It's cut off and pigtailed to a short white wire. The only black/white I can see that wouldn't keep the bike from trying to start is the dimmer switch.
I had the gas tank off to clean the rust out. Hopefully tomorrow I can reinstall the tank, put some gas in it and see if it will fire.
Too much snow to ride it.

Black and White wire is the KILL WIRE FOR THE CDI. That is what KEY OFF GROUNDS and the KILLSWITCH GROUNDS out to Kill the motor. It grounds the CDI and no voltage is sent to the PLUG. Alleyoop

I'm going to have to open up the harness and try to find the other ends of those wires.

Solved....I think.
He has a green and a black/white cut wires too. In the comments he hypothesizes that it is for an alternate coil mounting that come with some scooters. The extra green wire also grounds to the engine.
