I know, I'm full of questions....
I'm 460 feet above sea level.
I have a 50cc scooter (possibly a secret 63) I hear these things are jetted lean, what would be a good jet for me. Is there a formula or do I just need to get a bunch of jets and go with trial and error. Thanks

Aren't you getting a little ahead of yourself you haven't even got it running? Also have you checked the carb is the FUEL RATIO SCREW plugged? If so you either have to drill the plug out or get an aftermarket carb which do not have the Fuel Ratio Mixture Screw plugged.
The 50s carbs are 18mm and the jets are anywhere from:
Pilot jets are usually #30-32 Main Jets anywhere from #62-69
So knowing that and the rule of thumb is if you add a free flow filter you up the MAIN JET BY 2 sizes, If you add a free flow muffler you add another 2 sizes. The pilot jet MAX on go with a #32-#33. Alleyoop

If it's jetted lean at the factory, it's probably not lean at high altitudes.
