I was planning on tuning my variator and I noticed my bushing is stuck on. Has this ever happened to anyone else? is there a solution on am I pretty much screwed

lay it on its side and put penetrating oil on it.

Not to disagree and I would probably do that first but it isn't going to be rust that is holding it in. More likely is going to be metal gauled up. could be a small piece or chunk all the way up to big time frozen in place.
Before you get the crank all buggered up I would give thought to taking motor out and to a machine shop. High heat on the bushing before the crank gets too hot then using a water pump pliers twisting might do it. It is possible a tiny chunk of grit got in between them. Am not sure there is any way to get behind it to wedge it off but if there is room to try that do it with some good hot heat to expand it. Most propane torches do not have the balls to do that!

I'd hit it with a good penetrating oil over night,,, get a decent puller on the back of the variator plate ice the shaft,,, you may bend the plate but it should slide off with no damage to the crank
