Had to have rear axel replaced due to a "shift. "Got it back and now the rear brake doesn't seem to be working. Also emergency brake doesn't work at all. Due to the distance of the repair facility I have to take time off from work. The enrage cable has a lot of slack but it's not apparent to me how to adjust, any help or ideas would be appreciated.

You could at least call the repair shop and let them know you have problems. I am not familiar with that scooter. An engine number would help the people here identify Your scooter since most chinese share pretty much every thing on their scooters.
