49cc taotao will start right up but will not rev past idle. when you twist the idle you can hear a change in the engine but stays at the same rpm. I have cleaned the carb, totally dismantled and rebuilt. put it back on and no change. put new carb on, same problem. completely tore down the new carb to check for issues, put back on and same thing. moved to valves, set and same thing. replaced the CDI with three others and nothing changed. I am beside myself and he doesn't know what to think of it either!!! can anyone help? thanks!

Pull the carb top either the spring has been forgotten somehow or the diaphragm has a hole or tear in it ,,,or it's not seated in its groove ,,so the slide is not lifting

thanks guys, but i have checked and re checked, two different carbs one being brand new and took it apart and checked. today i took the carb off of my personal taotao and it does the same thing...so i am ruling out carb issue.
Let me add something else here: when it came in, they had the oil filled clear to the top of the oil fill hole.

Just for the heck of it pull side cover and remove belt, then put the side cover back and try it. 50s usually will not start with cover off due to starter shaft bearing is in the cover. Also check that the muffler does not have a nest in it. Mice love to make nests in there. One reason to leave the battery in and start up once a week or so. Cars usually do not have problems like that due to being used all the time.

well here we go!!! new parts arrived to stock shop. I took another CDI one out of this shipment and POOF, it is now the smoothest scooter i have ridden. I then took the four prior (the one on it and the three new ones from older shipment) put them on my scooter and they did the same in my scooter, idle with no rev. they went to the trash! 3 out of ten in one order were bad??? thanks for the help guys!

Don't know which you ordered but the OEM type seems to be pretty good but the "racing" and "performance" ones are a real crap shoot.
