I have a 2006 tgb moped I just bought used. I went to ride it and it started to stall after I picked up speed but now it's not turning over. I changed the spark plug but it still won't start.

There’s lots of reasons why it won’t start,,,but since it was running I’d be checking the fuel,,,gas good? Have gas?,,fuel filter plugged?or does it start after a rest period then stall out again? Try cracking open the fuel tank cap after it stalls,,,if you hear air rush into the tank it’s a tank venting issue

I’d also check that the spark plug is actually getting spark & checking the valve setting is correct.

It looks like it doesn't have the fuel filter in. There was a hose missing that connects to the carburetor so I don't know how it was even running before but I replaced the hose and cleaned it,I also replaced the spark plug.

So I replaced the fuel filter and it cut on briefly then it wouldn't turn over again. Could it be the CDI unit?

The hose that wasn’t connected to the carb is probably the air cutoff valve, generally keeps you from having backfires upon deceleration. It could be the cdi, but I’d check if the spark plug is getting spark first. I’d also see if the carb is getting gas. You can read this article from Allyoop on how to check that - scooterdoc.proboards.com/thread/7723/check-fuel-delivery . Check those 2 things before spending money on what could possibly be the wrong thing. Solymar

I bought a new CDI unit and that wasn't the problem. I checked to see if the spark plug was getting spark and it's not. Before I had this issue the bike was dropped but it cut on briefly after I cleaned the carburetor then shut off again.

Things that could’ve been damaged, kill switch, ignition switch, stator, pickup coil...guys if I’m missing anything else, please chime in.
Sounds like it’s time to break out the multimeter tho.

There is a black cord hanging on the side where the engine is. It looks like a power cord for a old radio. Does anyone know what that goes to or if it's the ground to the engine?

Is the wire coming from in front of the engine, or from the left or right side of the engine? Your description is kinda vague, sorry.
From your battery, follow the ground wire to where it’s mounted on the frame or engine.
Dunno how they did it on your model, but mine goes from the battery (negative/green wire) & mounts to my valve cover along with another green ground wire.
Regardless of where the ground is attached(generally either the frame or engine), the surface should be clean & free of any dirt/rust/grease or paint.

It is a thick black cord hanging from the right side. It's in the back near the engine and the foot peg for a passenger.
