when i take off , after a couple seconds my scoot makes a thoomp! or foomp!! sound it seems to come from the air inlet area say the air cleaner (aftermarket) or the boot between the aircleaner and carb ! or maybe even the carb itself! Help!!

Your carb may not be tight enough on the intake manifold and when you twist the throttle it may be moving up and down...
This is common with aftermarket filters. The carb needs to be supported at the front and back to keep it stationary, so you may need to make a bracket to prevent this and attach it to the air filter boot or somewhere.
Try to tighten the clamp at the front of the carb where it connects to the inlet manifold elbow.
I have seen the carb come completely off the engine from what you describe...
