Is there suppose to be oil inside the scooter starter? does anyone know? thank you.

If you are talking about the actual 12 volt starter motor, the answer is no. If you are referring to the Starter Clutch area, then yes that must have oil.

Yes im asking about the actual 12vt starter that wires to the solenoid. How would oil get in there?

Its gear does mesh with a gear that in the engine case sits in oil, if the starter shaft o-ring is bad then oil can get inside the motor. Thats my best guess.
