When would you replace them magneto? What does it do?

actuall this is what a Stator looks like.

you would replace and or check the stator when the battery would not start your scooter. If you ride it and the battery is dead, there is a good possibility of a a stator problem.

It is probably your Regular/Rectifier that is the one that sends juice to your battery to charge it once the engine is started. If it is not charging it will drain your battery pretty quick.
