Not being that familiar on my new BMS Pathfinder 200 the question is and I suppose would go for any scooter.
When I first start the thing, like after it sat all night, should it go into a high idle and then settle down like the old carburator cars?
I start the scooter and the idle is very low and I have to just barely turn the throttle. If I throttle up too much it dies. After it runs for like 45-60 seconds it idles good like around 1900 rpm.

There is an automatic choke on these engines...It should run a little bit higher RPM and then drop down in about 3-4 minutes, depending on the temperature etc.
It makes the fuel supply richer for starts... it doesn't change the throttle like on a car choke...
Generally you need to let these engines warm up on the choke with no throttle... sounds from what you describe it is OK...
