my scoot ran good for about 3 days then it flooded on me, I checked the plug and there was gas all over it.
I pulled the plug and changed it and now when I tried to start it I noticed there was almost no gas in the fuel filter. How much is there supposed to be?
Also, my spark on my plug is blue-white but how bright is it supposed to be?

First thing to do is check if a Vacumm Hose came off or has a leak. The hose on the Intake that either goes to your Petcock or Fuel Pump depending on where your gas tank is. If the Gas tank is above the Carb you have a Petcock if Below Carb you have a Fuel Pump.
If all looks connected and no cracks in the Vacumm hoses. Then Take the Fuel Hose off put it in a container to catch any fuel and then Crank the engine, Fuel should come out into the container. After you stop cranking the fuel should stop coming out, if not your Petcock is not shutting off and you need a new one. Also if its a Petcock is is gravity type fuel flow, so make sure the fuel line or Fuel Filter going to the carb IS NOT LOWER than your Carb. Alleyoop
The Spark sounds ok .

OK, your blue spark is fine. When you crank your engine for a minute it allows the vac valve to open so your filter should fill some:
If in fact your vac valve has a ruptured diaphragm, rare but it does happen, gas will be coming down the system all the time into the vac lines. Pull a vac line anywhere and see if gas keeps coming out. You probably had, or still do, have a stuck float needle valve and gas keeps over filling the bowl when you crank it. Check and clean your float valve and then see if it has any life. I doubt your head is completely filled with gas. Just take the plug out and crank it a few times to blow out the excess. Let us know what happens. Rich

I went out and checked the fuel pump- fuel only flows when a vacuum is applied. I started the scooter and it ran fine, but I didnt leave the yard with it.
I cant take the screws off the top of the carb I have they are stripped.
I ordered a new carb today, new fuel and vacuum lines, new ignition coil- thanks for the advice guys- I know I posted on another forum too if you see me there Im just trying to get additional opinions.- Im trying to learn as much as possible.

Needle nose vise grips will do the trick...
