That part is the NEEDLE GUIDE. Can you take a picture of your carb looking from the AIR FILTER SIDE, Like this NOTICE the NEEDLE GUIDE I bet it is NOT in correct IT SHOULD NOT be sticking out into the VENTURI a lot: Alleyoop

This is NOT exactly the same carb.. but it shows the needle guide sitting above the main jet...
Make certain that the slide goes up and down easily. If you took out the diaphragm, you could have it twisted. The diaphragm only sits one way.. there is a notch and a tab in the casting.. they must fit perfectly...

Yes, but you put it in from the FLOAT SIDE, so take the Bowl off and Main Jet out and Unscrew the bottom guide then Drop that piece into the Main Jet Hole, screw the Main Jet Holder back in then screw the Main jet back on. Alleyoop

EDIT -
Victory is mine! After putting the needle guide back in the right place it would take the throttle!
After that hurdle, I was able to adjust my Air/Fuel ratio and my idle speed. I'm glad to report I now have a healthy scooter ready to hit the road!
