The choke is supposed to get hot and stay that way while the engine is running. It is basically a little heater which expands wax inside the unit which in turn pushes a needle out which blocks a passage in the carb which in turn shuts off the enriching or choke. It requires the power to be on all the time or else the unit will cool down and the choke will activate.

At least you know your enricher is getting power. If they are working right they get warm at first then hot.
