Ok, here's a clue, there's a loose wire or connector somewhere between the switch and the bulbs.
If there's enough room you can look up into the front end of the scooter with a bright light and see if you spot anything not connected.
If not, you'll have to open it up by removing the screws that hold the front on. There are clips and keys as well as the screws so it must be gingerly worked open and then off.
Follow any apparent green wires to make sure they are solidly attached, as those are the ground wires.
You might have to get a mechanic to look at it, but it should be a simple fix.

Ce has some good advice. A loose connection is very common and sometimes can be easy to find but it may be buried under the plastic body work.
How many fuses did you find in your scoot? Did you try new fuses? Sometimes a fuse may look good and may still be defective. A multimeter may be the only way to tell if it's good. Do the taillights come on? Is their a headlight switch on the scoot?

Tail lights are working ... I don't need to flip a switch for them. The high beam light works when I push down on light switch but headlight bright will not stay on. Blinkers work. But low beams and dashboard are not coming on at all? I am so frustrated.

With regards to the fuses, i found one container near the battery that contained 4 fuses total. They are number 10's? I pulled them out and looked at them and they looked ok. I also pulled them out one at a time and started bike up.

Here's what your fuse box probably looks like: A common problem with this unit is that the wire connectors are not tight enough or not pushed in enough going into the bottom of the fuse box. You sometimes can see this by pulling a fuse and looking into the slots where the fuse plugs in. You might be able to see that the connector in the bottom is not at the same level as the others. I had to remove my fuse box to get access to the bottom and tighten and push in the connectors fully. You also might try changing the "light" fuse with one of the spares. Although these are the more desired type of fuses, they are still Chinese fuses and should be replaced with good American fuses which are more reliable.

YES that is exactly what my fuses look like! I have pushed each of them in tightly so replacing them is probably needed. Next question, where can I go to get fuses? sorry if that is a silly question, just never have had to do this before.

You can purchase those fuses at any local auto parts store.

Thank you. I am going to go get new fuses now and see if that makes a difference. I will get back on and let you know. If this isn't it, i am a bit nervous doing much more .

ok that didnt work ... I went and purchased new fuses and replaced the old ones. And then, ... the scooter wouldn't start? I put the old ones back in and the scooter would still not start. So, I had it towed to a shop. Hopefully it isn't something that will cost too much.

Sorry to hear that, kt. Since the only thing you did was mess with the fuses, it sounds like one or more of the connections at the bottom the fuse box got loose. Some members have replaced the entire fuse box with an American replacement in order to avoid this.

Ok thank you. I am going to do whatever and get it fixed. I am just worried. I have heard some pretty bad stories about Chinese scooters falling apart. Have you found this to be a common thing with these scooters?

Ok thank you. I am going to do whatever and get it fixed. I am just worried. I have heard some pretty bad stories about Chinese scooters falling apart. Have you found this to be a common thing with these scooters? For the most part, the problems similar to yours are usually avoided by doing a good PDI. Loose or poor connections are reduced dramatically when this is done. Most of the problems that occur with Chinese scoots are random and are related to performance issues like poor cooling, poor charging, or carb adjustment problems. In most instances, proper maintenance and modifications can either avoid or take care of these problems.
