Yeah, you've got the Linhai 257cc engine, so check out the intake valve cover on top, two bolts hold it on, if your drill a couple holes in the battery box you can access the valve without taking any plastic off. Just use a swivel 8mm socket on an extension, and a magnet to keep the bolts captive so you can lift out the cover.
Then the exhaust cover has 3 bolts, kinda tricky to get to, one requires an 8mm box end wrench, but again, just loosen the right bottom side panel and drop the belly pan on the right side, prop it down with a board, then reach yer little monkey hand up in there and git her done.

Take the $1200 and buy the scooter back for $150 with a salvage title, then you have a complete set of spares for your new scooter.
And ditch that lime green crap, it won't stop bullets either.
You are invisible, drive like it.

If it's blowing out of the crankcase vent, you still have too much oil in it, and likely have a bunch in the airbox.
Take off the airbaox and clean it out, check the oil level on the centerstand, it should only be to the middle of the checkering on the dipstick.

Open the access panel to the tail light in the back of the seat bucket, there should be a fusebox stashed in there.

Scootercruiser, and if you hang satchels on it, Scooterbagger, with a springer seat, it becomes a Bobberscooter, unless it's painted flat black and all scuffed and rusty, then it's a Scooterrat.

You really should open the variator when changing the belt instead of fighting to get it on.
You'll still have to open it up to inspect the rollers, as one may have gotten broken or out of place when the belt pranged. The clutch could also be out of whack or glazed and confused.

I just tell 'em, I get my scooters delivered to my house in a box, then I put 'em together. It's like a kit that you have to assemble, so it's actually made in the USA, out of imported parts.
Yeah, unless you can do that, you can't have one.
Oh, sorry, no, I can't sell you this one, you just wouldn't be qualified to operate it, and you might get hurt.
So when ever you see someone on a China Scoot, tip your hat and wish them well, they're the bravest of all the two wheel riders.

That's a lot of fuel for a 24mm carb, I run a 40 pilot in my 250, and I'm at 5300 feet.
For a 150, a 35 pilot is plenty, and a 125 main is a lot, even at sea level, so start with that, then raise the needle in the diaphragm to richen if needed.
We run 110 and 35 in the 26mm, and 112 and 35 in the 24mm carbs, with needles set at highest adjustment.

On the airbox make sure the vent hose from the valve cover isn't kinked or pinched or it will cause problems by not allowing crankcase pressure to escape, so replace the bolt.
If it has more than a thousand miles, a valve adjustment is due so carry on with that plan.
Also check all you vac lines for air leaks. You're doing great, we'll have you fixing other peoples scooters in no time.

Tighten the connections to wires on the back of the coil, and make sure the grounds are properly connected. Some little gremlins appear after running for a while because the vibrations of the egine loosen nuts and bolts.
No telling where the problem may be, but if it's minor, and you check and secure everything, chances are you'll find it.
Once you are familiar, especially if you're not successful, you can move on to valve adjustment and carb tuning.
Read the technical posts, all of them.

Did you check the temp sensor on the top right side of the engine under the intake? It may have vibrated loose and isn't sending a signal to the fan.
