I am wondering if anyone can tell me what the small tube coming out of the top of the fuel tank is for? It runs down and connects to a small round something that I also do not know what is. Any thoughts?

It sounds like a vapor canister but it's hard to tell without a picture. The theory is that gas vapors are sucked off of the tank into a charcoal canister where they're absorbed. This pic is off of a retro so it probably will look some different:

That looks like it. Should there be gas in that line? I think I must have overfilled the tank. I am wondering if I should disconnect it and leave it as a vent line. What do you think?

You need to remove the lines and let the canister dry out for a couple of days...
