That's for a drain hose. Used for carb maintenance and in some cases people like to drain the system for long term storage. Sometimes the hose will be attached at the factory and in many cases, just the nipple is there and you supply the hose. There should be a screw head right next to the nipple. This is the drain valve.

Thanks again Mr. Cruiser, also I've read here POST "NEED HELP HOOKING UP MY CARB", says that there's a screw on carb (somewhere) that HAS 2 be tight if its NOT tight scooter will not start.. can u direct me to this screw? 2nd Also, if fuel pump is working and pumping the gas and I. Have the airbox off of the carb shouldn't gas be spitting out of carb air air box goes or NO? Last but not least do u reccomend I just start with a new fuel pump

no gas should not be comming out of the carb check your valves
