how do i get my belt to ride high upon the pulley buy changing main big spring to a yellow 1500 rpm one or how else do i get belt to ride high as i can eric

Change the weights...the contra clutch spring won't have the effect you want...

what is the reason people change them up hill only really what weights should i use i have 5g in now

A stiffer contra spring keeps the belt in "low gear" in the pulleys longer, so it increases RPM and if it's tuned right you should accelerate within your engine's power band.
Try playing with different weights and then switch your contra spring if you want. Everyone wants something different and it is trial and error...
