Not all GY6 engines have a governor but if they do it's always a rev limiter built into the circuitry of the CDI (capacitive discharge ignition). Here is the CDI page from MonsterGY6.com. You can see the stock CDI unit has a limiter but the performance CDIs do not. The limiter is designed to keep the engine from being damaged from excessive RPMs. However, this is usually around 8.5 K which should get you up to around 45 MPH. Something is seriously wrong if you can only hit 25 MPH. How does it run other than holding up traffic behind you for miles? Does it miss or backfire? The mighty Sprocket speaketh the truth, your exhaust could be loose or plugged up and the CDI could be faulty. I would also clean the carb and check the fuel flow. There could be many more problems but check those and get back to us. Rich

Carb is clean, fuel flow great , scooter runs great, only 600 miles on it. I know there is a governor just can't find it.ill check the CDI, when you don't have a pink wire? what other wire can you cut.
I may be running DC smaller cdi, I have a no rev AC orange CDI, but im not getting spark, when i use it. I have 4 wire + 2 wire so that AC right.

Here is the AC CDI... you should have about 60+++ volts AC on the red and black wire from the stator and about .5 ACV on the pick-up coil pulse wire Attachments:
