Re-adjust the valves...and be certain to turn the engine forward ONLY...some scooters have a reverse starter preventer cam and you have that engaged...hence the lack of compression On the fan side turn the engine clockwise and make certain you are exactly TDC on the cam sprocket. You can't use the flywheel marks...they are usually inaccurate Attachments:

Just to clarify, Kill Switch is off, on Center stand etc.. Checking Spark grounding the plug to the motor ALSO try grounding to frame. The engine may not be grounded. Last Resort pull the KILL SWITCH from the CDI. Alleyoop

Just pop the plug and hand turn or kick start the engine a few times to disengage the reverse start preventer...it is a little metal tab thing on one side of the rocker arms...
Then set the cam sprocket exactly to the marks and adjust the valves...
If it is turning over slowly like you say you may have the valve gaps so wide you are on compression on every stroke.. the valves may not even be opening...
But you should be able to see this by looking at the valves as you turn over the engine...
If this is a 50 cc the gaps are set to .003 inches... both

First do what SPROCKET said, SET YOUR VALVES correctly the Valves MAY NOT BE OPENING and that is why it is hard to turn over on every revolution of the Crank. If set correctly you should be able to turn it over by hand one full turn then on the next turn the COMPRESSION STROKE it should be hard at one point of the turn(that would be the compression stroke). Well if the valves are closing and you only get 50psi then there is something else wrong...likely a cracked piston, blown head gasket or really bad rings...the pressure has to be going somewhere...right
You will never get a GY6 150cc engine to run under about 90 psi compression...

Check the ground wire from the engine to the frame.. or run a new one...see if you get a good spark...
Is it an AC or DC CDI?
If AC check the voltage on the power wire to the CDI that comes from the stator. If that voltage is above 50 volts AC or so...swap out the CDI
