I bought a used 2007 Tank Urban Classic 50 cc scooter with about 825 miles on it. A teenage girl owned it, and who knows who has worked on it. It has sit in her shed for several years. I finally got it started, but now I have two problems. It doesn't want to start without starting fluid, but once started and running, it runs like a kitten. The second problem is that when I open up the throttle to climb the hill out of my addition, it doesn't have the power, it actually runs better if I back off of the throttle a little. I need help. I'm a great mechanic, but not a good carburetor mechanic. Thank you very much for your help.

You gotta clean the carb and get that off of the table before you start fishing around elsewhere. It's not that hard, there's info in the library under air fuel & carb, and also in the video section. Rich

Not a problem, we all have to start sometime. There's no snobs around here so don't be afraid to ask more questions even if it's about the carb. Sometimes we're in a bit of a hurry because of jobs but we want to help. Rich

Well I finally figured out a majority of my problem. It was so obvious, that most people wouldn't even consider it. I went to a local motorcycle shop, Cycle World in Goshen, Indiana, and spoke to the guy at the counter about my problem. He diagnosed it first time! He said that with a constant velocity carb, you must have the air cleaner assembly attached to the carb, and completely assembled, or else it will just lean itself out at full throttle. I a car guy not a scooter guy, what can I say? I hope this helps someone!

Yes, what the guy told is correct, to much air not enough fuel. That can also happen if you have Leaks around the carb area or if the Tubeing to the Air box cracks or even around the clamps holding the carb or the INTAKE has cracks just to name a few. Sucking in extra air will always cause a Lean condition.
Also the opposite can happen to much fuel not enough air.. Ie the Air Filter gets really dirty and does not allow enough air Then you get the opposite to much fuel and the scoot will be sluggish and sputter and possibley foul your plug. Alleyoop

A bit of advice, don't use starter fluid on these carbs, it rots out the rubber parts and makes the diaphram brittle.
Disconnect a vacuum hose from the intake elbow and dribble some fuel into the intake. Reconnect the hose and start the engine, this is the better method...
I'm still not convinced the air filter is your whole problem...I think you may have partially plugged jets...also do an air/fuel mixture adjustment, better to run a bit rich than lean on these engines...then do a plug read in 100 miles, it should look chocolate.
