Those covers are generally stapled on. A good heavy duty staple gun as an arrow t-50 will usually penetrate the plastic seat pan. I have a combo electric staple/brad gun that does fine on any seat pan I have tried. I missed a deal on a womans leather trench coat a couple years ago that would have been perfect to cover my 150 seat. It was in medium brown and went for $10 at a local thrift shop.
patching plastic seat covers is non productive. Spray type contact cement will stick it too. when cover is off you get to reconture the foam to fit your a ss too.

I have made small repairs in my seat cover using ABS cement that have held up so far. I don't know if it would work with something like you've shown though. Worth a try.

If you are going to do repairs I would do it from the rear and back it up with a much larger patch. I paid a fellow to pull the cover off my bandit and found I could have done a better job myself once I saw what it took. The foam can be cut with a bread knife and reshaped to better fit easily and you use contact cement to bind it in place. extra foam can be had from upholstery shops, the soft stuff from walmart is way too soft for support.

a yard of vinyl a staple gun an alittle time you can recover it yourself and have the pride of doing it

Most fabric stores carry some vinyl, even the fabric section of a Wal-Mart. An upolstery shop might also have a scrap piece that could be used to cover a scooter seat.
