i was told that it might need a new battery and a new starter. Im not sure of where to start looking and what really to do. Just got it used. Thanks!

Need some detail info, won't start could be a lot of things. 1. Is the killswitch on the run position 2. Does it attempt to start or just crank 3. Does the starter spin when you hit the electric start. 4. Have you checked for spark 5. Is gas getting to the Carb 6. Is gas getting to the motor 7. Have you charged the battery
Very Important you should get yourselves a cheap VOLT METER to test any electrical on the scoot. They are cheap some under $10.00 but will save you money on getting parts that are not bad by checking with the Volt Meter.

Did it run before you got it? Could be the carb needs cleaning, if it has been sitting with gas in the tank..

Check the valve clearances. 004 in. for both.

Take a flashlight and look in the gas tank. Does it look rusty, gooey or water in the tank? If it does fix that problem before cleaning the carburetor.
