hello i just need valve adjustment for roketa 150cc tryed .004 in and .005 ex scooter acts like it don't want to turn over. confused

Are you sure you adjusted the valves when it was at TDC(TOP DEAD CENTER). If you adjusted them at the wrong point I can see why it will not turn over.
Also was there a GROUND wire from the frame to the motor usually the Ground Wire goes on one of the bolts that hold the Valve Cover. If you forgot to connect the ground wire to the Motor your SPARK PLUG is NOT fireing the motor needs to be grounded to the frame and the Battery grounded to the frame Alleyoop

yes it was tdc i checked it with straw, but didn't put cover back on i'll check it thank you so much

Now don't forget the STRAW trick can also throw you off, The PISTON will come up on the EXHAUST stroke to let the burned fumes out the exhaust valve. At TDC you should be able to wiggle both Rockers with your fingers. If on the EXHAUST stroke only the TOP INTAKE can be adjusted because the EXHAUST Valve is open and the Intake is OFF the LOBE(HIGH PART) of the Cam.
But Yes check if there was a ground wire going to the valve cover if so and you have the Valve cover off that is why it is not fireing. Alleyoop

Check that the case pointer of the flywheel is close to the 'T' mark on the wheel...or the cam sprocket marks are aligned to the head, with the large hole at the top...
