BUMMER on your 24mm carb, it has the Fuel Ratio Mixture Screw Plugged. You can drill out the Plug. Drill a 1/16 hole in the center and only go about 1/8 deep THEN get a Screw with a sharp point and screw that in and rotate the plug out or wiggle it out. Then behind the plug which is about 1/8 thick you will find the Fuel Ratio Screw. Here is what the plug looks like taken out: TO check what Jets you have AND HOPE THEY ARE MARKED you need to take the CARB BOWL off. The Bowl is held on with 4 Screw then you will see this: Some jets are marked on top some on the side. Alleyoop

GTI, I see that the 30mm carb does have the FUEL RATIO MIXTURE available, why don't you try that one. Now Before you EVEN PUT the 30mm carb on TURN THE FUEL RATIO SCREW CLOCKWISE UNTIL IT STOPs and count the TURNS it took for it to stop(do not force it just until it will not turn anymore). Let me know how many turns it took to stop. We may be able to get the 30mm to work since it is bigger and may get it to work with some adjustments. The 23mm Carb will require at least a bigger MAIN JET that is a given. Alleyoop 30mm Carb:

Progress Report:
I turned the A/F screw on the 30mm carb as Alley suggested and installed the carb. I turned the screw as I cranked the engine over and I eventually got it running with the 30mm carb. There is one major issue now. After installing the carb I see there isn't enough tension on the cable to keep it idling, I have adjusted the cable and placed it in several di9fferent positions but the cable still will not tighten up. As of right now the cable is in the last hole possible and the top mounting hle for the cable with the nuts to tighten the cable to the carb all the way on the ends. Any suggestions?
BTW: Alley you are the man, Thank you for all of your help!!

Gti, To raise the IDLE turn the IDLE SPEED SCREW CLOCKWISE: Also if you could take a picture of the cable connections on the carb. Alleyoop

Alley, I had the Idle screw all the way down to try and get it to idle and it would not. There was still to much slack in the cable. I do not have an image of the carb here at home but here is one I got off of scrappy dog.

Well there is something not right Because if you turn the IDLE SPEED screw it actually should put slack on the cable NOT TIGHTEN it. So even if the cable is taken COMPLETELY OFF using the IDLE SPEED SCREW SHOULD RAISE THE IDLE QUITE A BIT. What screwing the IDLE SPEED SCREW DOWN does is OPEN the BUTTERFLY just as if you twist the throttle.
So maybe it is the FUEL RATIO MIXTURE that is not set right.
Do you know how many turns the FUEL RATIO MIXTURE is turned out?
Lets try this, start the scoot and let it warm up for 5 minutes to let the ENRICHER shut off the extra fuel.
Follow this procedure and SEE IF the IDLE GOES UP:
First Start up the Scoot and let it warm up At Least 5 minutes so the ENRICHER cuts off the Extra Fuel.
YOU WANT TO GET THE HIGHEST IDLE OUT OF THE FUEL RATIO MIXTURE:
So from where it is currently set FIRST TRY richening it up more:
1. Turn it 1/4 turn Counter Clockwise and wait about 10 seconds to allow the motor to catch up with the new setting. LISTEN or look at your tach: a. If the IDLE GOES UP REPEAT #1, UNTIL the IDLE does not change or drops a little THEN TURN THE SCREW CLOCKWISE 1/8 and that should be the highest IDLE from the Fuel Ratio Mixture and go to #3.
**** IF ON THE FIRST 1/4 TURN COUNTER CLOCKWISE THE IDLE GOES DOWN OR DOES NOTHING, TURN IT CLOCKWISE 1/4 TURN TO GET IT BACK TO WHERE IT WAS AND GO TO #2****
2. Turn it 1/4 turn Clockwise and wait about 10 seconds to allow the motor to catch up with the new setting. LISTEN or look at your tach: a. If the IDLE GOES UP REPEAT #2, UNTIL the IDLE does not change or drops a little THEN TURN THE SCREW COUNTER CLOCKWISE 1/8 and that should be the highest IDLE from the Fuel Ratio Mixture and go to #3.
3. If the idle is TO HIGH NOW LOWER the IDLE USING the IDLE SPEED SCREW so that your REAR WHEEL JUST WANTS TO TURN... Go to #4.
4. Now give the Throttle a quick twist and let go, the Motor should Rev up nice with no sputtering or hesitation and come back down to where you set the idle.

In order to get the engine to run, I have to keep some throttle to keep the fuel flowing. If not it will not idle on its own.

I think about 4 to 6 times. I took it in all the way and then turned it until the engine acted as if it wanted to start. Then I turned it about 1/4 turn until I could get it it to run smooth with it idling but could never get that so I held the throttle while it was very close to idling. If I take it back in to it will not turn anymore, about how many times should I turn it until I start to follow your directions above?
